Canadian Wheat Board Government Guarantees, (Alberta Agriculture, Food and Rural Development)
The study reviewed the three Government of Canada guarantees that apply to the Canadian Wheat Board, including the borrowing guarantee, the export credit guarantee and the initial payment guarantee. It outlines how the guarantees work and what the potential impact will be to the Board and to Prairie farmers when removed.
The study recommended the Canadian Wheat Board change the way it redistributes net interest earnings. The study also recommends that the Canadian Wheat Board change its marketing practices once the guarantees are removed including reducing the pooling period, creating a financial reserve or increasing the use of risk management tools.
