Canadian Wheat Board Transition Project, (JRG Consulting Group)

  • The report evaluated four basic business structures:
  • CWB as a grain company with assets;
  • CWB as a grain company/marketing agent for producers with no assets;
  • CWB as a marketing agent for grain sellers; and,
  • CWB as an agent for grain buyers. 
  • The report's authors concluded that the first option (a grain company with assets) is the most sustainable as a business entity, assuming it does not take on a high cost structure and unmanageable debt load during the transformation.
  • Other models, with little or no physical assets and more limited business scope, would be more susceptible to competitive pressures.
