Oats: From the Single Desk to the Open Market

A Case Study of the Canadian Oat Market.pdf

Oats were removed from the single desk system of the Canadian Wheat Board in 1989.  This report discusses the structural changes that have taken place over the last fifteen years in oat production and commerce.

Many industry experts agree that the removal of oats from the CWB mandate was a good decision and has contributed to positive growth in the oat industry since that time.  Some of these developments include:

  1. Increased export of oat grain and products.
  2. Increased market share in US milling market.
  3. Increased primary processing in Canada.
  4. Improved financial viability of oats for western Canadian producers.
